Yes I believe so. Dresden was even worse! The reason the German's didn't have the defenses in Dresden was due to an unwritten understanding that there wouldn't be such an attack on culturally significant cities with no real military value. Not to mention it being a major hospital city and safe haven for refugees. Same sort of thing as Nagasaki I'd say.
